Our Team

Carlos Ramos currently works in Ballard Partners’ Tampa practice, where he represents clients before the state legislature and executive branch, as well as local governments across the Tampa Bay area. With 14 years of experience in legislative affairs, strategic communications, grassroots outreach, and campaign fundraising, Carlos has developed a deep understanding of local and state government. He previously served as a legislative aide in the Florida House of Representatives, advising on political and legislative strategy.

At Ballard Partners, Carlos has successfully advocated for state funding for water projects, transportation investments, and health care initiatives benefiting local municipalities and nonprofits. He has also provided strategic guidance and grassroots support to developers, helping secure approvals for major projects across the Tampa Bay region.

Before his work in state government, Carlos gained experience in campaign finance working on a presidential campaign where he managed a national grassroots fundraising program across 40 states. He also led fundraising efforts for state legislative races in Florida.

Carlos holds a Bachelor of Science in Political Science and Criminology from Florida State University and resides in the Tampa Bay area with his wife, daughter, and son.
