Amy Tong is a proven digital transformation and AI leader with a record of serving in executive leadership roles with two different California governors, an extraordinary achievement for a career civil servant. Most recently as the Senior Counselor to Governor Newsom, and across more than 25 years in state service, she became the Governors’ go-to strategist and leader for the toughest challenges.
In her prior role as California’s Secretary of Government Operations, and previously the State Chief Information Officer, Amy led a $67B portfolio and 22,000 employees, driving initiatives that modernized statewide technology, procurement, workforce development, and streamlined processes for infrastructure builds in California. She spearheaded the nation’s first statewide Generative AI policy and implementation in the state, built California’s Cybersecurity Integration Center, and launched the largest broadband middle-mile network in U.S. history.
Amy’s hallmark is turning complexity into clarity and vision into measurable results – delivering rapid, at-scale solutions under the highest stakes. She has managed $8B in technology investments, modernized procurement with innovative solicitation models, and accelerated digital adoption through cross-sector partnerships with industry, philanthropy, and academia. She also launched the very first Governor’s Innovation Fellows program, as the catalyst for the CA Breakthrough project to achieve more efficiency, effectiveness, and engagement in state government.
