
Alan Fernandes

Alan Fernandes is a seasoned legal, government affairs, and public-sector leader with more than two decades of experience in business, law, and public administration.
He is the CEO of the California State Association of Counties (CSAC) Finance Corporation, where he oversees an innovation-focused business incubator supporting local governments across the state.
Mr. Fernandes holds a J.D. from the University of the Pacific, McGeorge School of Law, with a concentration in Taxation, and a B.A. in Political Science from the University of California, Davis. He began his legal career clerking for a federal district court judge, gaining early exposure to the judicial process and constitutional law.
Before joining CSAC, he served as Chief Lobbyist for Los Angeles County—the nation’s largest county government—where he helped drive major initiatives in justice reform, environmental policy, healthcare, tax administration, and regional economic development. He previously worked at a leading government and political law firm advising Fortune 100 companies, local governments, school districts, and utilities on compliance, strategy, and governance.
Mr. Fernandes has also been an elected school board member, advancing teacher pay, facility modernization, and equitable access for underserved students. He is a published scholar in Ethics in Government and was honored in 2025 with the Award for Excellence in Government by the Southern California Chapter of the American Society for Public Administration.
Throughout his career, he has remained committed to ethical governance, institutional integrity, and strengthening public institutions through innovative, inclusive policymaking.
