TONY BOSELLI

TONY BOSELLI

Tony Boselli, a former Jacksonville Jaguar and five-time All-Pro offensive tackle, has a long history of assessing and successfully exceeding client needs. Tony brings strong relationships with key decision-makers and business leaders nationwide to Ballard Partners’ Jacksonville office.

Before joining the firm in early 2011, Tony served as managing partner at the Florida office of IF Marketing & Advertising where he will continue his strategic alliance and business development efforts with the firm. In this role, Tony oversees the strategic planning and overall growth of the firm and will further similar business development efforts for the Jacksonville location of Ballard Partners.

With a long commitment to the Jacksonville region, Tony recently served as the Commissioner of the Team Teal campaign to reverse the downward attendance trend for the Jacksonville Jaguars. His efforts helped to increased tickets sales by 44 percent.

A graduate of the University of Southern California, Tony was the first-ever draft pick of the newly formed Jacksonville Jaguars in 1995. He was later selected as the inductee of the “Pride of the Jaguars,” the team’s official Hall of Fame. In 1995, Tony founded the Boselli Foundation, a non-profit organization which provides academic and athletic support for at-risk Jacksonville-area children. Furthermore, he is an active member in his community, regularly speaking to youth groups about his life and sports experiences.

Named among the 18 to watch in 2018 by Politico Playbook Power List, Brian has earned a reputation as a tireless, persistent and effective advocate for his clients’ interests. His accomplishments have spanned over 25 years and includes legislative successes on hundreds of policy and funding initiatives in Florida.

Brian has taken his passion for politics and policy to the national scene, opening up Ballard Partners’ Washington, DC, in February 2017. He is spearheading the firm’s efforts with a first class government relations team who are representing clients across the federal landscape and impacting a myriad of domestic and foreign affairs issues.

Brian’s political portfolio includes significant roles in presidential campaigns including the historic election of President Donald J. Trump. He was an integral player in the President’s successful Florida campaign serving as Chairman of Trump Victory and leading the campaign’s finance efforts in Florida. Brian also had the honor of serving a as a member of the Electoral College casting his vote for President Trump. The President-elect appointed Brian to serve as Vice Chairman of the Inaugural Committee and as a member of the Presidential Transition Finance Committee. Recognizing his formidable fundraising and political skills, the Republican National Committee has tapped Brian to serve as the Finance Vice Chair to help build resources for key national races.

As one of the top political insiders in Florida, Brian has worked on several presidential and gubernatorial campaigns during his career. He chaired the Florida Finance Committee of Republican nominees John McCain in 2008 and Mitt Romney in 2012. Brian and his wife Kathryn were selected by two Florida Governors to plan and execute their inaugural ceremony and events, serving as Co-Chairs of the inauguration of both Governor Rick Scott and Governor Charlie Crist.

Among his important public service experience, Brian was appointed by the U.S. Secretary of Commerce to the U.S. and Foreign Commercial Service Advisory Council. He also directed the transition and assisted in the U.S. Senate confirmation of Governor Bob Martinez as the Director of the Office of National Drug Control Policy (Drug Czar) in the Executive Office of the President.

As chief of staff in the Executive Office of the Governor, Brian developed a special interest in environmental issues. Among his accomplishments, he served as chief architect of Preservation 2000, the largest public acquisition program for environmentally sensitive lands in the nation. He also served as Florida’s chief negotiator with the U.S. Department of the Interior to end offshore drilling along the state’s southeast coastline and the Florida Keys. The American Lawyer magazine rated Brian as one of America’s top rated lawyers in the field of Energy, Environmental and Natural Resources law.

Committed to community service, Brian has been a member of the Council of 100, the Collins Center for Public Policy, Florida Governor’s Mansion Foundation, and the City of Tallahassee Architectural Review Board. He has received Florida’s highest award for historic preservation recognizing his efforts involving preservation of historic buildings. In 2016, Brian and Kathyrn were inducted into Florida State University’s Francis Eppes Society for their philanthropic support to the University.

Before establishing Ballard Partners, Brian served as managing shareholder for Bryant Miller Olive P.A. He currently serves as counsel to Panza, Maurer & Maynard, P.A. He received both his Bachelor of Science degree in Business Administration and his Juris Doctorate from the University of Florida, where he was later inducted into the University’s Hall of Fame.

Syl is a veteran lawyer and lobbyist with over forty years of experience representing clients in both the State of Florida and Washington, D.C. After graduating from law school, he obtained a position as an attorney advisor in the General Counsel’s Office of the U.S. Department of Health and Human Services, where he defended the Department in federal court on cases involving laws governing the Medicaid and Medicare programs under the Social Security Act. During his time in federal service, Syl also had the distinction of serving as a Special Assistant to the United States Attorney for the District of Columbia and as an Assistant Director of the Cuban-Haitian Task Force at the U.S. Department of State — where he was responsible for advising members of the Task Force, including the White House and Department of Justice, on federal domestic assistance programs.

Upon completion of Syl’s federal service, he became a partner in the legal and lobbying firm of former Florida Congressman William Cramer where he specialized in the representation of local Florida governmental entities such as the cities of Miami and Miami Beach, Miami Dade County and the Miami Dade County School District in connection with their issues before the Executive and Legislative branches of the U.S. government. Syl spent twenty five years representing Florida interests in Washington, D.C. Syl has been a member of the Washington, D.C. Bar for more than thirty years.

SUSIE WILES

With a distinguished professional history in government relations, politics and public affairs, Susie Wiles has more than two decades of political insight. As a public affairs/media relations professional, Susie brings this expertise to Ballard Partners’ client portfolio in Florida and now in the nation’s Capitol. Her record of success has been recognized nationally, receiving numerous awards in the fields of political leadership and communications.

Most recently, Susie was Florida’s Senior Strategist for the Donald J. Trump campaign. Florida, the largest of the swing states in the 2016 cycle, was a winning state for Trump/Pence. She also was appointed Florida State Co-Chairman in October, 2015. Susie was Presidential candidate Jon Huntsman’s first national campaign manager and worked to recruit the team and develop early-stage processes before a departure after six months and in 2010, Susie served as campaign manager for Florida Governor Rick Scott’s successful election. She subsequently held a senior role in Governor Scott’s transition. Her national political experience includes service for President Ronald Reagan, former Congressmen Jack F. Kemp and Tillie Fowler and she held a senior role at the Department of Labor. Susie also previously served as co-chairman of the McCain-Palin 2008 campaign in Duval County and as a Transition Team member for former Florida Governor Charlie Crist.

Susie’s political and communications experience is well-rooted in Jacksonville and throughout Florida. Her understanding of the way local government works is unparalleled.

With a history in managing a variety of complex campaigns and initiatives, Susie’s private practice experience has led her to work with many of Florida’s most important corporations. Rebecca Benn has spent the past two decades advising Congressional and corporate decision makers on a diverse set of public policy issues. Rebecca began her career as a legislative assistant in the office of U.S. Senator Thad Cochran; and, subsequently joined the U.S. Senate Committee on Appropriations as a professional staff member. Benn served as the lead Republican negotiator for bicameral and bipartisan billion-dollar federal appropriations bills on the Subcommittee on Interior, Environment, and Related Agencies as well as the Subcommittee on Veterans Affairs, Housing and Urban Development, and Independent Agencies.

Most recently, Rebecca served as director of federal affairs for CSX Transportation where she directed all government relations initiatives impacting automation, safety, environmental regulation and security while overseeing federal constituent relations for seven states.

Rebecca Benn is originally from Jackson, Mississippi and holds a Bachelor of Arts in English from Dartmouth College. Rebecca resides in Washington, D.C.

Dan McFaul has been involved with more than 30 federal, state, and local campaigns in the last two decades, including races for Congress, U.S. Senate, and Governor, as well as Presidential campaigns. He served as campaign manager to Congressman Joe Scarborough in 1996 and 2000. In 1998, he worked as a Senior Field Analyst for the National Republican Congressional Committee (NRCC) and consulted on eight Congressional campaigns in the Southeast and Ohio River Valley.

Dan served on the staff of U.S. Rep. Joe Scarborough of Florida from 1997-2001, rising to the position of Legislative Director. He became the Chief of Staff and Communications Director for Congressman Jeff Miller on Oct. 16th 2001, when Miller was sworn into office. Prior to Miller’s election, Dan was Miller’s campaign manager during the 2001 special election cycle.

Dan was a member of the Presidential Transition Team for then President-elect Donald J. Trump. In this capacity, Dan worked on the Appointments Team responsible for recruiting and vetting potential appointees to the incoming Administration, specifically for the Department of Defense, the Department of Veterans Affairs, the Armed Services, and the Intelligence community.

Most recently, Dan served as the Chief of Staff for Congressman Matt Gaetz of Florida.

A native of Pensacola, Dan graduated from the University of Florida with a bachelor’s degree in Political Science and Public Relations. He later completed a Master’s Degree in Public Administration at the University of West Florida. Dan lives in Washington, D.C. with his wife, Jessica, and their two children.

Justin Sayfie is a government relations consultant, digital entrepreneur and attorney. Justin previously served as the spokesman and a top policy advisor for former Florida Governor Jeb Bush.  He also served in the administration of President George W. Bush as a Commissioner on the Commission on White House Fellowships, where he helped select White House Fellows and oversee the nation’s top leadership development program. Additionally, in 2005, Justin was appointed by U.S. Senator Mel Martinez as Chairman of the Federal Judicial Nominating Commission for the Southern District of Florida, where he led the initial nominating process for Federal Judges and U.S. Attorneys in South Florida.

He appears regularly as a political commentator on CNN, Fox News and MSNBC. Justin has also published Florida’s leading political news site and mobile app, Sayfie Review, since 2002.

In 2007, Justin served as a delegate for the American Council on Germany’s Young Leader Conference in Berlin and Munich, and in 2008 he served as a delegate in the American Swiss Foundation’s Young Leader’s Conference in Geneva. He remains active in both organizations.

Sayfie received his bachelor’s degree in American Government from Georgetown University, and his juris doctor, cum laude, from the University of Miami.

Prior to joining Ballard Partners, Ambassador Otto Juan Reich served as President of his own consulting firm providing government relations and strategic planning advice to US and multinational clients. He has spent most of his life in foreign affairs, primarily related to Latin America and the Caribbean, including private enterprise, government, and the U.S. military.

In 2001, President George W. Bush selected Ambassador Reich to be the Assistant Secretary of State for Western Hemisphere Affairs, reporting to Secretary of State Colin Powell, where he served until 2002. He then became President Bush’s Special Envoy for Western Hemisphere Initiatives, reporting to Dr. Condoleezza Rice in the National Security Council. With the President’s consent, he returned to the private sector in June 2004.

In 1991 and 1992, as a private citizen and at the request of President George H. W. Bush, Ambassador Reich served as Alternate U.S. Representative to the UN Human Rights Commission in Geneva.

In the 1980’s, Reich received three appointments from President Ronald Reagan: From 1986 to 1989 he served as U.S. Ambassador to Venezuela, for which he was awarded the highest commendations of both the State Department and the Republic of Venezuela. As Special Advisor to the Secretary of State from 1983 to 1986, he directed the Office of Public Diplomacy for Latin America and the Caribbean, which received the Department’s Meritorious Honor Award. From 1981 to 1983, he was Assistant Administrator of the U.S. Agency for International Development (USAID) in charge of multi-billion dollar U.S. economic assistance to Latin America and the Caribbean.

His prior experience includes service as Washington Director of the Council of the Americas; Community Development Coordinator for the City of Miami; International Representative of the State of Florida Department of Commerce; and staff assistant in the U.S. House of Representatives.

Ambassador Reich received a Bachelor’s Degree in International Studies from the University of North Carolina and a Master’s Degree in Latin American Studies from Georgetown University. His military service (1966 – 1969) included duty as a Lieutenant in the U.S. Army’s 3rd Civil Affairs Group (Airborne), Panama Canal Zone. He received the US Army Commendation Medal for his service.

Reich appears regularly on US and Latin American media as a commentator on foreign affairs.

Robert Wexler is the President of the S. Daniel Abraham Center for Middle East Peace in Washington, D.C. He served as a Democratic Member of Congress from 1997 to 2010, representing Florida’s 19th district in the House of Representatives before retiring to lead the Center. Wexler was named one of the “50 Most Effective Legislators in Congress” by the influential magazine Congressional Quarterly and was named to the Forward 50 list as one of the most influential leaders in the American Jewish community.

In 2008, Congressman Wexler served as an advisor on Middle East and Israel issues to President Barack Obama during his presidential campaign. In 2012, he served on the President’s reelection Steering Committee and addressed the Democratic National Convention outlining the President’s policies related to Israel.

Throughout his tenure in Congress, Wexler was an outspoken advocate for the unbreakable bond between the United States and Israel and a leading proponent of Israel’s right to self-defense and the need for a just and comprehensive resolution to the Arab-Israeli conflict. He traveled on numerous congressional delegations to the Middle East and met with the leaders of Israel, Jordan, Lebanon, Egypt, Kuwait, Turkey, Syria, Morocco, the United Arab Emirates, Saudi Arabia, Bahrain, Oman, and the Palestinian Authority. At President Clinton’s invitation, he was the only member of the House of Representatives present during the signing of the Wye River Peace Agreement. In addition, Wexler was one of two Congressmen to travel to the International Court of Justice at The Hague to oppose the Palestinian case against Israel’s construction of a security barrier.

Congressman Wexler served as Chairman of the Subcommittee on Europe, a senior Member of the House Foreign Affairs Committee, and a member of the Middle East Subcommittee. Wexler worked to strengthen the transatlantic alliance, build security and economic bonds with the European Union and the nations of Europe, and help guide the economic and political development of the former Soviet States. Wexler served as an American representative to the NATO Parliamentary Assembly and was the co-founder of the Caucus on U.S.-Turkish Relations, the Taiwan Caucus and the Indonesia Caucus. He was also an active member of the India Caucus. In addition, Wexler served as a senior member of the Judiciary Committee and the Subcommittee on Courts, the Internet and Intellectual Property.

Born in New York, Congressman Wexler moved to South Florida with his family at age 10. He earned his B.A. in Political Science from the University of Florida and law degree from George Washington University. Before serving in Congress, he served in the Florida Senate for six years. Congressman Wexler and his wife, Laurie, have three children.

Greg previously served as policy director for Governor Jeb Bush where he oversaw the development, analysis and implementation of all legislative and policy initiatives. Prior to that, Greg served as chief of staff to House Speaker John Thrasher. Greg also served as the deputy council director and senior staff director for the Fiscal Responsibility Council and Fiscal Policy & Resource Committee of the Florida House of Representatives, managing and crafting tax and appropriations legislation. Appointed by Governor Charlie Crist, Greg served on the Florida Taxation and Budget Reform Commission, which made recommendations for revisions to Florida’s Constitution.

Carol has been an integral part of the firm for over ten years, providing a diverse client portfolio with political, strategic and policy direction before the Florida Legislature, Executive Branch, and Cabinet agencies. Her range of experience includes work on corporate, public sector, and non-profit issues, including but not limited to, appropriations, economic development, emerging technologies, commerce, health care, education, and regulatory matters.

Carol’s legislative career spans over two decades holding leadership roles during her tenure. Prior to joining the firm in 2007, Carol served as chief of staff to Lieutenant Governor Toni Jennings. In this capacity, Carol assisted in the development and implementation of Governor Jeb Bush’s Commission on the Future of Space & Aeronautics in Florida. The Commission’s efforts led to the passage and implementation of the Space Florida Act, which created a new aerospace agency for the state and provided $35 million in state appropriations for NASA’s Crew Exploration Vehicle project.

Carol’s professional experience also includes more than 10 years representing Florida’s 67 counties and their elected officials at the state and federal levels. During her time at the Florida Association of Counties, she served as the interim executive director and the legislative director working on a variety of public policy areas such as health care, community development, local government administration and governance, finance and tax, workforce housing, and appropriations issues.

Carol serves as a Board member and Secretary of the Alzheimer’s Project, Inc., a Tallahassee based non-profit organization dedicated to providing relief and respite for caregivers of persons suffering from Alzheimer’s Disease or other memory impairments.

With 15 years of experience in government relations, Brady Benford is a well-respected professional among his peers and legislators. He has advocated before the Legislative and Executive branches on a variety of high-profile issues such as casino gaming, pari-mutuel wagering, tobacco, alcohol, retail convenience stores, telecommunications and health care.

Brady has previously served as the Governmental Affairs Director for two of Florida’s major law firms. During that time, he represented a wide array of clients, including several Fortune 500 companies before the Legislature, Cabinet, Executive Agencies and other governmental entities. He also managed the firm’s regulated industries practice and advised clients on extensive legislative and executive issues, as well as campaign participation strategy on numerous statewide and local efforts.

Brady also previously served as the President of Benford and Associates, where he was the principal lobbyist at the firm and managed multiple clients and associations. He has also worked for the Republican Party of Florida, Senate and House campaigns and managed the absentee ballot program in the Central Florida area during the 2000 presidential election.

Brady received his Bachelor of Science in Biological Sciences from Florida State University.

Brad has represented clients statewide, ranging from professional associations and private businesses to multi-national corporations before the Florida legislative and executive branches of government. Prior to joining Ballard Partners, Brad practiced law with a primary focus on transportation and construction litigation. His position included the representation of highway contractors in disputes and negotiations with the Florida Department of Transportation and local airport authorities, as well as arbitration disputes over the construction of public landfills and various other commercial issues. Additionally, as part of his law practice, Brad regularly drafted and revised transportation-related legislation and agency specifications.

In addition to Brad’s extensive transportation expertise, his background includes the representation of mortgage lenders and servicers, equipment dealers in labor disputes, public housing authorities in property disputes, and securities litigation. Not only does Brad have an extensive legal background, he also has experience assisting local municipalities in seeking federal and state appropriations and grants, and advising clients on campaign finance rules and regulations.

Brad previously served as a legislative correspondent for U.S. Senator Richard Shelby and staff assistant to U.S. Representative Clay Shaw. He received his Juris Doctorate from Washington and Lee University School of Law and a Bachelor of Science in Political Science from Vanderbilt University.

Chris’ professional background is rooted in over two decades of legislative and political experience in Florida. He gained valuable insight as a legislative analyst in the Florida House of Representative and served as executive director of one of Florida’s largest political action committees where he excelled at campaign fundraising, strategy development and membership growth.

Chris has represented clients statewide, ranging from professional associations, and non-profit organizations to multi-national corporations before the Florida legislative and executive branches of government. Areas of policy expertise include Aerospace and Defense Contracting, Business and Professional Regulation, Criminal Justice, Heath Care, Pari-mutuel Wagering, Telecommunications, Tort Reform, and Utility Regulation. In addition to his extensive legislative and campaign experience, Chris has played a significant role in his community by serving as a board member of the Children’s Home Society, a statewide organization providing programs and services to strengthen families and protect children. Chris is a graduate of Florida State University with a degree in both economics and political science.

Chris and his wife, Laura, have two grown children and live in Tallahassee.

John worked for 27 years with the Florida Legislature including serving in senior staff leadership roles in the Appropriations and Transportation Committees with the House of Representatives. Prior to joining Ballard Partners, he operated a Tallahassee-based governmental consulting firm established in October 2000. During his tenure, John has developed extensive relationships with leadership in both parties in the Legislature, as well as in the Cabinet and executive offices of the State. He is considered one of the foremost authorities on transportation funding and the development of transportation policy in Florida.

Monica L. Rodriguez has almost two decades of legislative experience at the state and federal levels representing clients in industries such as health care and insurance, as well as non-profit entities, and local governments. In 2008 she was selected as one of Florida Trend Magazine’s Legal Elites. Prior to joining Ballard Partners, she was a Shareholder at a large national law firm, and served as a legislative aide to former House Speaker and current U.S. Senator Marco Rubio. Monica previously served on the statewide steering committee and as the Miami Dade County Co-Chair for Newt Gingrich for President. She was an officer for the Republican Party of Dade County and was the National committeewoman from Florida for the Republican National Hispanic Assembly. While a delegate to the 2000 Republican National Convention, she was selected to place Dick Cheney’s name into nomination as Vice President.

In addition to her professional endeavors, Monica currently serves on the Board of the Children’s Home Society’s North Central division. Her previous civic activities have included serving on the Board of the United Way’s “Power of the Purse” campaign and the Board of Kristi House in Miami.

Monica earned a Bachelor of Arts in Psychology, Master of Science in Education and Juris Doctorate degree, Cum Laude, from the University of Miami.

Wansley Walters is the former Secretary for the Florida Department of Juvenile Justice. As a nationally recognized leader in the field of juvenile justice and a long standing child advocate, she pioneered the reform of the largest comprehensive juvenile justice system in the country in the administration of Governor Rick Scott. Under her leadership, the agency implemented strategies that have reduced the juvenile crime statewide and the number of children in detention and residential care as well as expanding civil citations for first time misdemeanors statewide. She finished her tenure with the 2014 Florida Legislature unanimously passing legislation that ensures the continuation of the reforms.

Wansley was previously the Director of the Miami-Dade County Juvenile Services Department, which included the operation of the largest Juvenile Assessment Center (JAC) in Florida. The center was the focal point for a 10 year National Demonstration Project with the U.S. Department of Justice on juvenile justice reform that was showcased in a 2009 White House Summit in Miami. She served as the Special Assistant to two Directors of the Miami-Dade Police Department.

Wansley currently serves as the Chair of the Florida Children and Youth Cabinet. In November 2012 she was one of eight recipients of the 2012 Juvenile Justice Without Borders International Award presented by the International Juvenile Justice Observatory (IJJO) during the International Youth Justice Convention in London. The IJJO grants the award once every two years to individuals and organizations for outstanding achievements in juvenile justice research, advocacy and intervention under the auspices of the United Nations.

Stephanie is a Florida-based government relations, public affairs, and fundraising professional. She has worked in all aspects of Florida Government is known for her unyielding work ethic and innovative approach. Politics Magazine listed her as “One of the Most Influential Democrats in Florida” and her ground-breaking work encouraging women to vote early was highlighted in Newsweek Magazine and on the cover of the St. Petersburg Times.

Stephanie began her career nearly 20 years ago as a senior aide to then State Representative now Congresswoman Debbie Wasserman Schultz. Stephanie went on to serve as the Executive Director of a statewide health care association where she ran the day-to-day operations of 501c(3) and 501c(4) organizations.

In 2009, she was tapped by then Chief Financial Officer Alex Sink to serve as her Deputy Chief of Staff and restructure the day-to-day operations of the CFO’s Capitol Office. She oversaw 5 departments, assisted the Chief of Staff and Deputy CFOs with department operations, and served as a senior advisor to the Communications, Legislative Affairs, and Cabinet Affairs departments.

Stephanie served as the Finance Director for the Senate Democratic Caucus under Florida Senate Democratic Leaders Nan Rich, Chris Smith, and Arthenia Joyner. In 2012, under her leadership, the Senate Democrats had historic success: raising more money than ever before and increasing their caucus by 2 seats for the first time since 1983. Over the years Stephanie worked on dozens of local, state, and federal campaigns. She is a second-generation Miami native with deep roots throughout the South Florida community. Stephanie lives in Broward County with her husband Jason Zauder and their young children Brooke and Adam.

Tony Boselli, a former Jacksonville Jaguar and five-time All-Pro offensive tackle, has a long history of assessing and successfully exceeding client needs. Tony brings strong relationships with key decision-makers and business leaders nationwide to Ballard Partners’ Jacksonville office.

Before joining the firm in early 2011, Tony served as managing partner at the Florida office of IF Marketing & Advertising where he will continue his strategic alliance and business development efforts with the firm. In this role, Tony oversees the strategic planning and overall growth of the firm and will further similar business development efforts for the Jacksonville location of Ballard Partners.

With a long commitment to the Jacksonville region, Tony recently served as the Commissioner of the Team Teal campaign to reverse the downward attendance trend for the Jacksonville Jaguars. His efforts helped to increased tickets sales by 44 percent.

A graduate of the University of Southern California, Tony was the first-ever draft pick of the newly formed Jacksonville Jaguars in 1995. He was later selected as the inductee of the “Pride of the Jaguars,” the team’s official Hall of Fame. In 1995, Tony founded the Boselli Foundation, a non-profit organization which provides academic and athletic support for at-risk Jacksonville-area children. Furthermore, he is an active member in his community, regularly speaking to youth groups about his life and sports experiences.

Mike served in the Florida House of Representatives for 12 years representing the North Miami Beach/Aventura area. During his tenure in the legislature, he served as chair of the House Health Care Committee and House Health & Rehabilitative Services Subcommittee on Appropriations where he acquired immense knowledge of the appropriations process. As one of few people to serve four straight years as chair of the House Finance & Taxation Committee, Mike has vast experience related to the effect of state tax policy on private companies, healthcare, transportation and public education.

After retiring from the legislature, Mike returned to Miami and began a career in the private sector, advocating for a number of Florida clients before federal, state, county, and city government officials. Prior to joining Ballard Partners, Mike co-chaired the Government Affairs & Public Policy Practice at a large national law firm and investment banker. His client base includes businesses, not-for-profits, municipalities, counties and healthcare entities, specifically as it relates to appropriations at the state and federal levels. Currently he is a member of the University of Miami Board of Trustees and frequent op-ed contributor to the Miami Herald.

Chip serves as the chair of our Local Government Practice, joining the firm after 33 years in public service. His distinguished career included several key senior level positions, including deputy mayor/chief of staff of Miami-Dade County where he oversaw the Office of the Mayor as well as 9,000 employees in the Police, Fire-Rescue and Emergency Management, Corrections and Rehabilitation, Medical Examiner and Community Information and Outreach Departments.

Before joining the County, Chip was the Village of Key Biscayne’s manager serving as chief executive officer. During this time, he also served as president of the Miami Dade County and City Manager Association.

Previously, Chip served as chief of staff to then-City of Miami Manager Carlos Gimenez and as his chief of staff when he was a member of the County Commission. As a member of the Executive Management Team, he was responsible for a workforce of 3,600 employees and a $450 million budget. He advocated for the City’s legislative priorities at the local, state and federal levels. Chip also served as chief of staff to then-Miami Dade County Commissioner Jimmy Morales where he directed all legislative, media and political efforts.

A member of the City of Miami Fire Department as a fire fighter/paramedic for 24 years, Chip rose to the rank of Captain and also served as executive assistant to the Fire Chief. Additionally, he served as president of the South Florida Council of Fire Fighters representing over 2,300 fire fighters where he coordinated political, legislative, and public relations initiatives.

Chip received his Masters of Business Administration from Florida International University and his Bachelor of Arts in Public Administration from Barry University. He also attended Harvard University’s Senior Executives in State and Local Government program.

Tony brings years of experience in local government operations and public policy matters to the Ballard Partners team. Well-respected in the Miami-Dade community, he currently serves as a managing partner at PC & Associates of South Florida, a multifaceted consulting firm that specializes in governmental affairs, business development, strategic communications, public relations and marketing. He continues his work with PC & Associates of South Florida in addition to his role with Ballard Partners. Prior to his position at PC & Associates of South Florida, Tony worked for one of Florida’s largest law firms on governmental and public policy issues.

Before transitioning to the private sector, Tony spent 15 years working in various high-level capacities for the City of Miami, which is the second largest city in Florida. In 2010, he was appointed by Mayor Tomas Regalado to serve as City Manager for the City of Miami, having also served as Deputy City Manager. Tony has held several senior level positions including assistant City Manager where he oversaw the Public Facilities Department, Community Development, Solid Waste, Parks Department and Grants Administration. His extensive local government portfolio includes serving as Chief of Staff for Mayor Tomas Regalado and in this capacity during the Mayor’s service as a city commissioner.

Tony has been honored with numerous awards and recognitions for his leadership and service to the City of Miami including Florida International University’s Outstanding Alumni Award. He has also been recognized in Miami Today’s “Book of Leaders” and Black Enterprise Magazine. He is a member of the Alpha Phi Alpha Fraternity, Inc. He received his Bachelor of Arts in Political Science from Florida International University.

Chris was elected to the Florida House of Representatives in a special election in 2007, and was re-elected in 2008 and 2010. His list of legislative accomplishments is extensive, having served as the chairman of the inaugural Rulemaking & Regulation Subcommittee, co-chairman of the once-a-decade Florida House Redistricting Subcommittee and as vice-chairman of the full House Appropriations Committee.

Prior to his election to the Florida Legislature, Chris established a record as a leader in the central Florida. He served twice as chairman of the Seminole State College Board of Trustees, as chairman of the Seminole Soil and Water Conservation District, and as vice-chairman of the Seminole Planning and Zoning Commission. In 2003, Chris served as president of the Seminole County Young Republicans.

Chris has an established record of success in complex land entitlements, deal structuring and finance. He has traveled throughout Europe, Asia and Middle East on behalf of his clients.

He is a graduate of the University of Florida, where he served as Student Body President. At UF, he received many honors; most notably he was named outstanding male leader graduate of his class, was selected as a member of the University Hall of Fame and was inducted into Florida Blue Key. Chris was a two-term chairman of the Florida Student Association, Inc, the board of directors of all the student body presidents of public universities in Florida. He received his MBA from Duke University.

Don Payton brings nearly 40 years of experience in the public policy arena, primarily focused in the education field. Don’s expertise in all areas of education policy and appropriations is of significant benefit to Ballard Partners’ education clients. Since 2003, he has garnered more than $200 million in operational and facility funding for his clients.

Payton was director of governmental relations at Seminole State College for nearly 12 years before retiring in December 2014. In that role, Payton developed and oversaw the implementation of the college’s governmental relations program at the local, state and federal levels. During his time at Seminole State College, Payton obtained funding for the construction of two new campuses and significant renovations to other facilities. He cultivated strong relationships with key legislators in the budget process and secured increases in state operating funding.

Don is the recipient of the national Edwin Crawford Award for Innovation in lobbying at the state level. He is also the recipient of several awards from the Association of Florida Colleges. He has chaired the Association’s Legislative Committee and served on its Board of Directors. Additionally, Don has served as a member of the Council of Local Governments of Seminole County, Envision Seminole’s Public Policy Committee and Leadership Seminole’s Executive Committee.

Don received his Bachelor of Science degree from Illinois State University and earned his Master of Arts degree in Political Studies from the University of Illinois. He has taught state government as an Adjunct Instructor of Political Studies at the University of Illinois. He has also trained new lobbyists and made numerous presentations at various lobbying and educational policy seminars. Don assisted with the editing of “Lobbying Illinois: How You Can Make a Difference in Public Policy,” and is a member of the Pi Sigma Alpha National Political Science Honor Society.

Don and his wife Chris have five grown children and live in Oviedo.

As founder and president of a Tampa-based public affairs firm that he led for 15 years, Todd has helped Fortune 500 companies and trade associations successfully resolve governmental and regulatory challenges, particularly on issues affecting growth, transportation, economic development and water quality.

Todd formally held a senior level position with an international strategic communications firm and has advised many national, state and local Republican candidates. He served as the Florida West Coast Field Director for Jeb Bush’s successful 1998 gubernatorial campaign, Florida West Coast Field Director for Bob Dole’s 1996 presidential run, and as a legislative assistant within the Florida House of Representatives.

Amy joined Ballard Partners in September, 2000 and is the Managing Partner of the West Palm Beach office. Amy began her career as a legislative intern in Governor Bob Graham’s office. She subsequently served as a legislative aide for The House Republican leader as well as an aide to the first Hispanic legislator elected in Florida. She later joined the private sector as political affairs coordinator for one of the largest trade associations in the state of Florida. Two years later, she was recruited to join a national law firm.

Young has been recognized as an Outstanding Young Woman of America, member of the National Honorary Tutor Society and Strathmore’s who’s who in America. She has been awarded numerous honors from her clients and was voted one of the top five female lobbyists in Florida by her colleagues.
